CnR admins use Woozie's skin when they enter admin mode.
When an admin goes into admin mode, they are completely invincible. An admin can enter this mode at any time, usually to deal with rule breakers without getting attacked by physical or scripted actions. However, sometimes admins will enter admin mode when they are doing fun group activities.

Who is Woozie?
Woozie is a character from GTA:SA single player. He's the blind leader of the Triads who owns the Four Dragons casino. You first meet him in SF and end up doing missions for him scattered over the rest of the storyline.
